Germany-German Federation 1815 - 1866
The German Confederation (Deutscher Bund) was an alliance of German states established in 1815, including Austria, Prussia, Denmark (for Holstein), and the Netherlands (for Luxembourg). It lasted until 1866 and had some federal-like features, as it created binding laws for member states. However, it lacked sovereign authority, operating only through treaty-based agreements. According to its founding document (Bundesakte), the rulers formed a "permanent union," but they acted as representatives of their own states, not as a single nation.
